Respawn Entertainment has confirmed that the PC version of TitanFall will not come with mod tools at launch. This information comes straight from the horse’s mouth as Respawn’s co-founder Vince Zampella was the one who claimed that after the game’s launch, Respawn will have to evaluate whether it can offer mod tools or not.
As Vince Zampella told a fan when he asked about the mod tools for the PC version:
“Not at launch for sure. Will have to evaluate after launch.”
