Syber Interactive Studio and Innova released the announcement trailer for Halo Online. Halo Online is a PC exclusive F2P title based on the universe of Halo. The game will be powered by an enhanced version of Halo 3’s engine and will feature graphics similar to those of Halo 4. Halo Online will be releasing in Russia (at least for the time being) and a closed beta phase will be launched later this year. Enjoy!

No, UT would be considered in alpha right now, if even. The game kinda sorta works and most things are there but virtually all graphical assets are placeholders and the gameplay may still change considerably.
Doesnt look too bad for those people that like Halo. Its the micro-transactions that will ruin it.

It’s certainly not any special deal in Russia.
It is really weird, I can only speculate that since game is free and customer service have much space to improve, it in poor enough stance in Russia, publisher will be free of heavy obligations, can do whatever he wants with game without paying much attention to complaints. He will get audience anyway. So he can test and polish his product and avoid some risks.
Game wont be any good? Blame Cyber Interactive Studio and Innova. They are cheaper that is for sure.
Crytek also did this with Warface, free2play seems to be a successful model in Russia and the Russian community may be more forgiving when it comes to bugs, as yeahyeah suggested.
If thge P2W items don’t ruin the balance (fingers broken) I might install it just to stomp some noobs, and finally play Halo 3 with a mouse. I used to fantasize about that back in 2008 when Halo 3 was new and I bought a 360 for it lel.
