Whatifgaming reported that The Division has already been downgraded visually. According to Whatifgaming, a source dev (whose identity cannot be revealed for obvious reasons) told them that the team has already took out ‘quite a lot of screen space reflections from the game’ and that the final product will not look as good as its E3 2013 reveal.
Here is the full email Whatifgaming received. As we’ve already said, take this with a grain of salt. Moreover, we don’t expect Ubisoft to confirm such a thing, even if this is legit information. As with Watch_Dogs, we’ll have to rely on what Ubisoft showed back in E3 2013 and we’ll compare the latest builds with that one in order to find out whether the game’s visuals are not up to what the French company showcased back then.
We really loved the reception to the demo we showed on the PC version at E3. Currently as it stands, there is definitely a lot of push coming from publishers to not make the experience so different on consoles as to alienate people into thinking that next generation is not as powerful as PC. This is probably what happened at Ubisoft Montreal. I think that while making stability changes is definitely important, it does not completely obliterate a lot of enhanced rendering applications.
Right now we already took out quite a lot of screen space reflections from the game and are working on asset management the best we can given consoles have that great unified memory. Naturally we will also be using online servers and have to produce a synchronization that higher graphics add to the latency so it had to be turned down. To me it still looks good, but not as good as the original reveal. I am sure as we get closer to launch and the actual console versions of the game featuring SD (Snowdrop) that it will start to seem all too obvious to people especially those on PCs. I just wanted to write and let you know that it definitely is not just stability but marketing politics plays into this a lot as well.
UPDATED 2nd Response from The Division Developer: Truth be told in regards to your question that while ‘Yes’ the lead platform is the PC, we simply cannot have such a big gap. As you know when the first WATCH DOGS Review was published by that one site, Ubisoft called it a “false review” and I am sure everyone can see how bad that sounded when they saw the game did look marginally better than something that was a last generation GTA IV. But no, they will not admit that they practice this or actively downgrade a game. It is much easier to say they removed things for stability which is often a lie as you can tell by the post-issues which are expected in any production we do.
Also to answer your 3rd question, no…they will never fully disclose what was removed from what build as no laws ask them to do so in terms of consumer rights. If we as developers published that information in very real terms for the consumer such as “Replaced particle fog simulation with 2d layer simulation in 3d space, removed particles from all explosions, lowered explosion volume multiplier by 20x, removed X # of trees and civilians, etc.” we would be out of a lot of sales and probably it would actually require too much time to deliver on the current hype that a lot of downgraded games see which look incredible with a vertical slice. I do share this in the hope’s that my colleagues and publishers and a lot of people who make false promises and do demonstrations which wrongfully create too much hype that they cannot deliver on ultimately stop doing such things. I want to see the industry actually move forward and not be so full of itself by promising too much and delivering too little. Regards

If PC and console versions were allowed to be as drastically different as they could be and would be if devs took full advantage of the potential power of high end PCs, there wouldn’t be a problem.

Consoles are what is holding the industry back in the first place. Publishers enforce fixed spec and “Parity” because of the consoles. If there was no consoles. Publishers and developers could take advantage of the power and freedom available with PC gaming.

They don’t care about making good games, they only care about maximizing profits. Quality does not matter to them. They are a cancer to the industry, middlemen who only suck money out of the process of making games by blowing up the marketing budget. Who makes those decisions? The publishers decide that. They set the insane target numbers of how many copies need to be sold for something to be profitable.
What I’m trying to say is that even if you could wave a magic wand and make all consoles disappear, it wouldn’t fix the problems of the gaming industry. Publishers would still make sure that every new game is either a subscription based MMO or a Free2Play chock full with micro transactions and that their marketing budget is at least twice as high as the production costs, gotta ensure that 10/10 “it’s okay” from IGN, Kotaku and co with all that sweet ad placement, bags of extra swag for “journalists” and shipping them half around the globe to some island for an exclusive sneak peek at the latest piece of shit they have some poor frustrated and disillusioned dev crank out.
The problem is that developers themselves are mostly not business savy enough to do stuff on their own so they listen to those damn crooks, the publishers.

PC is an open platform that allows everyone to compete and is not a DRM locked box where you have to pay up for the dev tools. CD Projekt got sick of the industry. Set up GOG for DRM free gaming and better customer services. PC marketplace allows for competition to appear naturally and offer better alternatives.
Publishers will be a problem but if you remove lowest common denominator consoles and push everything into an open platform. They will have to compete directly with companies like CDPR/GOG who offer better services. EA and Ubi want to DRM lock their games on PC because they can take their ball and go back to consoles if they couldn’t. If they were forced to compete with GOG, they would have to improve service drastically.
Consoles are still the problem. They encourage the culture of IGN paid reviews and publisher control. Remove them and force an open marketplace? Then publishers have to shape up.

My current card, a 2 GB GTX 760, cost me $250 AUD; it crushes console performance.

90% of Games generally tend to sell more copies on Consoles (sometimes both Consoles, other times, even just the Xbox alone sells more than both the PS & the PC combined, in a handful of cases), which in turn makes Publishers want to have more focus on those Platforms, & saying that the “PC Version looks, plays, feels” better than the Console Version would completely clash with that.
Not only that, but when your Game sells 3-5x the Copies on the Xbox as on any other Platform, the other Platforms are just Ports to you, you don’t really care about them, you just do them in order to maximize profit, so why invest any extra time & attention to maximize the potential of the PC version, when it’ll make some quarter of the profits the Xbox will?
Consoles are an issue yes, but it’s not so much the Consoles themselves as the way Publishers & Sony/Microshit are treating the Consoles. Just take a look at Microshit’s E3 Presentation – a 90-minute ode to showcasing to Stockholders how much money they poured into timed-exclusive bullshit, low-age requirement Games, etc. It’s a sick joke, & since the Publishers get a cut of their own, they go with it.
Downgrading though, is just a catastrophe waiting to happen. You don’t showcase something big & fancy, only to take it away, & then expect nothing to happen, that’s just asking for the shitstorm. At the end of the day I just hope the actual gameplay is good enough to keep coming back for more. Most MMO’s after reaching level cap there isn’t much to do, so when they release new city areas as times goes on it would be good to have more end game content.

It will be somewhat like destiny, the devs have stated that its online only with many players, its entirely your choice to play alone, join a guild or just play with friends. New York is filled with PvE NPC’s and there are a few different factions working to protect the city or destroy it completely to kill off the virus. Also there will be many random PvP events like what destiny has which your campaign progress will halt until you are finished with that combat event.
So essentially this is an MMO down to its basic core as there is a level system, skill tree, inventory, crafting, high level raids areas for the best loot. Even if you solo you will come across many other players while you are playing, For other PvP stuff your guild can fighter over a specially designate building to claim as their home base of operations.

To be fair, it’s not the power of the console that is the problem, it’s how often they’re upgraded. A PS4 would have been incredible five years ago (even if it wasn’t as powerful as the current PS4), but Sony and Microsoft stretched the lifespan of the PS3 and 360 to nearly a decade. Just imagine if Sony and Microsoft upgraded their consoles every year like Apple does with the iPad.
Except that the entire problem spans from this: PS3 & X360 cost a fortune to develop in the beginning, so Microshit & Sony were selling them at a loss for years, making money off of the Royalties & Paid Services they provided instead of the actual Hardware itself. It’s only in the last few years that the Consoles themselves have actually made Sony & Microshit a profit.
Tablets, Smartphones etc. on the other hand, are instant re-coups, which is one of the primary reasons Apple & co invest so much into constantly launching new, upgraded versions of them.
On the bright side, Microshit is pushing the Console into becoming a “Media Hub” more & more, so eventually they’ll phase out of the Mainstream Video Game Market in favour of focusing on Media in general, & we’ll be rid of their “I pay you, you make this exclusive to my Console for the first month” bullshit.

If this is true, I can only think of 3 reasons why:

Let me walk you through how Ubisoft’s advertising strategy works:
They build a game with really good graphics on PC. They advertise this PC version of the game but claim that it’s the console version. Then they scrap the PC version entirely and do damage control in youtube comment sections etc. when they launch the downgraded console version of the game on all platforms. If they gave you the advertised version and only consoles got the downgrade console users would wake up to the bait and switch scheme. They would realize that ALL game advertising is done on PC regardless of what version developers claim to be showing (remember the PCs masked as consoles at E3 booths) and whenever a new game is shown the majority of the audience (console owners) would be cautious, knowing that they are going to get something inferior from the start.
Look at the people in this thread clinging to the notion that this marketing strategy was a one time thing against all evidence to the contrary (past Ubisoft games).

You know, if consoles were a way to make gaming cheaper for low income families I would be all for it. But it really isn’t. In the long run it’s as expensive as PC gaming, you just get less quality for the same price in a “have now, pay later” scheme just like cellphone contracts. Paying a subscription fee for the online side of things and a higher price per game console users end up putting 700+ dollars into their system / into the pockets of Microsoft or Sony.

The entry price isn’t that high in theory. 500 dollars were the Xbone’s launch price and I’m sure not everyone who bought it was rich. One issue that I see as a major hurdle for the average consumer is the horrible pricing and choice of components in prebuilt PCs. A consumer with no extensive background knowledge on what parts to buy and where to buy them will simply not get a well-balanced system at a fair price. People buy “gaming PCs” for 1000 dollars that perform no better than what I could build for half the price. Stores will charge over 100 dollars just for assembly, they will include nonsensical features like two optical drives, large SSDs and overpowered CPUs and save money in the worst places: GPU and cooling. So people end up with these noisy unstable computers that are good for maybe two years. And then they write bad reviews and warn others not to buy a gaming PC.
If there were a store out there dedicated to build quality PCs with an emphasis on price/performance, a store you could recommend to all the disillusioned console users as a way out I’m sure PC would be even more successful as a gaming platform than it already is. But for the time being all you can tell them is: It’s really cheap when you buy the components and put it together yourself and unless you’re going to trust someone else you’re going to have to do a shitload of reading to select the right components.
And that’s not a good sales pitch.
If you cared about saving power and value/money in general you would be smart so no, that can’t be.
The point would be to have a cooler, cheaper card that gets you the same framerate as its hotter, more expensive predecessors. Don’t tell me you blew your money on a fucking Titan. Come on, man.

There’s actually a gameplay video and several screenshots all of which are visibly downgraded from the original trailers and screenshots but don’t let that stop you from defending them. They’re not going to downgrade it anymore, r-right?
Ubisoft and EA are equals who both screw their customers with different flavors of bait and switch marketing. Essentially, Ubisoft promises “better” every time while delivering more of the same and EA promises “just as good” while delivering something worse than the last time. Ultimately the quality of their games is fairly similar even though I’ll admit that EA has launched more complete and utter failures. Ubisoft seems more determined to maintain their level of mediocrity. I guess that’s why you prefer them? Because they don’t skip QA completely, they just do it wrong?
P.S. I commend you for not buying before or at launch though. I guess you’re not technically part of the problem, you just turn a blind eye to it.

This is nonsense. This is someone saying exactly what PC fanatics want to hear so they can hate on Ubisoft. PC gaming is inherently limited by the need to have reasonable minimum specs. The idea that they are downgrading the graphics you can theoretically get on a $6000 rig to make people feel better about $400 consoles is ludicrous.

I have a very difficult time seeing the benefit to this practice.
I’m a PC gamer at heart but I also enjoy the hell out of my PS4.
I would expect games to look better on my $1500 gaming rig than a $400 PS4.
What console owner would decide not to buy a PS4 or Xbone game because it looked better on the PC? I have a difficult time believing that this actually happens.
And for God’s sake stop with the “consoles are the problem” b.s. I’m a PC gamer at heart but there are plenty of people out there that can’t afford to plunk down the money for a high end gaming pc. A $400 PS4 is an awfully nice gaming machine for someone on a budget.
