It was only a matter of time until the Liberty City total conversion for GTA V was shut down, especially after what happened with OpenIV. After all, the team behind this total conversion mod was the same one responsible for OpenIV. As such, we are sad to inform you that the Liberty City mod has been cancelled.
For what it’s worth, Rockstar Games claimed that it will release an official statement about this whole thing soon, so stay tuned for more.
GooD-NTS, lead developer of the OpenIV mod, shared some additional details about what happened.
- At May 19th, 2017, I received an email from the legal counsel for Take Two Interactive in the USA. In this email they has requested to stop immediately any further work and/or distribution of OpenIV and “Liberty City in GTAV” projects.
- In belief, that we did not violate any laws, I asked them to provide more detailed information about their request. They agreed to provide details by email.
- On June 5th, 2017, after two weeks of silence, I got C&D letter from lawyers company (legal representative of Take Two in Russia), both in electronic and paper form, to my employer address. This C&D accuses me in Russian laws violations.
- After many heavy thoughts, we had decided to agree with their claims. We did not make it easily; it is very hard decision for us.
PC gamers appear to be really frustrated by this whole thing and have decided to flood GTA V’s Steam store page with negative reviews.
As said, Rockstar will soon issue an official statement, so stay tuned for more!

Except, what do they actually publish, these days? After all, Rockstar publishes its own games, so they’re down to, what, Mafia III? Gearbox Software’s latest piece of sh*t? Assorted sports franchises? Wanna-be Bioshock remasters?
They’re big, but aside for the fact that they’re Rockstar’s parent company, they’re all but irrelevant to most people.

They haven’t released a new IP in I don’t even know how many years anymore, they haven’t had a presentation at E3 in I don’t even know how long anymore, etc. etc. etc. They’re fast becoming obsolete & irrelevant to your average gamer, sports franchises aside.
– Civ 6’s reception was sh*t & its sales numbers so far are sh*t.
– Both remasters still have unpatched bugs that make them unplayable. They’re wiping save files, they’re crashing, etc. In the face of that, who gives a sh*t about a f*cking review score from some sycophantic website. Also; even if there is a new one in production (which there isn’t), without a good director, it’ll be sh*t. Besides, after Bioshock Infinite, nobody wants it to come back anyway, not with Levine in charge, not with anyone in charge. It’s over, it’s done, let it rest in peace.
– A tech video got a few million views. Wow, fascinating. And, since when do YouTube views directly translate into sales, exactly? At best it translates into curiosity, a desire for more information &/or a general interest. Hell, I watched the f*cking video, doesn’t mean I’m going to buy the damn game. Sh*t, some people probably watched it out of sheer shock (“wtf? Borderlands 3? Seriously?”).
The real question here is “how many former sycophants have become aware of exactly how sh*t Borderlands is?” And the answer to that seems to be “a lot”, so in the end its will seemingly come down to how many new idiots Take-Two can sell this entry to.
– XCOM 2’s reception was sh*t. Its sales numbers compared to the original are sh*t. Even if they’ve made enough of a profit to approve the development of XCOM 3, unless they shape up, the IP is doomed.
– Yes, sports games sell very well, indeed. And they’re also completely irrelevant as far as I’m concerned. The people who buy sports games overwhelmingly don’t care who makes them, & most people who buy non-sports games don’t buy sports games, so there’s only so much overlap between those two markets.
Money =/= importance. Take-Two makes sh*ttonnes money, sure, but the only studio of theirs that anyone knows by name is Rockstar, seeing as Gearbox is technically an independent. On the other hand, EA has brand names; EA, BioWare, DICE. Activision is a brand name. Blizzard is a brand name. Hell, Sh*tbox is a brand name, even, whereas Take-Two is just “who?” I doubt if most people even know or care about who publishes Civilisation, XCOM, etc.
Point of view. Here’s another one, for example;

This could be the end of the Mafia series.”
It scored 4.5 million sales in its first week (including refunds?), after which it dropped almost completely flat onto its face, so I doubt it’s going to hit that number.
Besides, even if it does (or maybe the rumour is wrong, who knows) & one removes the launch issues from the equation, that doesn’t change the fact that in the end, the content itself is still only so good, which overall resulted in a thoroughly inferior entry to its predecessor, so again, even if they do get a sequel into production, unless they shape up, the IP will die with it.

It’s funny how it still manages to sit at 95%, yet all I hear is mixed opinions about it, constantly. But yeah, sure, that’s an opinion, just like how many people don’t want to see Ken Levine heading another Bioshock game is also an opinion, but regardless; there is no new Bioshock game in development, as Take-Two has no intentions of touching that franchise anymore. Irrational Games has even been rebranded into Ghost Story Games in order to reflect their new focus (see: Google).

F*ck this, I’m done. Never buying any 2K (e.g. Take Two) published game again. Between delaying all PC releases from R* to incentivize multiple purchases, all the customer support issues that have come with the thousands of people who’ve been falsely banned from GTA Online, and now shutting down the entire modding scene for their game, they’re gotten worse than Activision as far as I’m concerned.
What if the mod authors still make the mods and release it anonymously so Take Mass2 cannot do sh!!t to them? Or is that just too revolutionary?

It seems to fit with how MS is locking down mods and other content with Minecraft on Win 10 and that marketplace, Bethesda with their community mod shop and T2 with their recent talk on GTA V being “under monetized”.
I can easily see T2 wrapping up mods and selling them as DLC. They already sell all kinds of standard vehicles like candy.
Notice how these publishers are starting to shaft us this way since modding became a thing on the X86-based current-gen consoles.
It seems that they were in the main prepared to turn a blind eye to modding when it was largely a PC-only thing but now there’s more money to be made from the massed ranks of console gamers they’re no longer doing that.
Console gamers are used to being shafted from every direction because it goes with the territory but this is extremely bad form by the likes of Take-Two and Zenimax.
The horrific idea of all this is that console players are used to getting shafted (PC players too, but differently) , while PC players can avoid or fix what is broken. If they take away any and all form of mods as well as controlling them,, then the platform in general is screwed, though I can’t really see that happening since they cannot control every person on the planet and nothing is entirely safe or secure anyway.
I just don’t like how this gen has publishers really wanting to steal and shut down in a big and open way.
Precisely. That is the chief reason for why we as PC gamers should be fighting this in any and all ways at our disposal. Our reaction forced Zenimax and Valve to back down before so we need to react with equal hostility now that publishers are trying it again by different means.
It’s too easy to blame it all on the consoles when the root cause is the appalling greed of certain triple-A publishers. The bean counters seemingly won’t rest until they’ve ruined everything for everybody but themselves.

I’ll be pooling the money I save and see just how much it is at the end of the summer and in winter. If it’s quite a sum, I may move onto simply purchasing bots for multiplayer games rather than spending on those as well. And then take it from there.
