Yesterday, Hideo Kojima announced the form of a new studio. Kojima Productions is again a thing, and according to its official FAQ, it’s currently working on a new title that will come first on PS4. And yes, the game will be released on the PC after its console release.
Kojima Productions noted that it has agreed to develop its first software title as a console exclusive to PS4. However, this does not mean that SCE owns the studio. Kojima Productions remains an independent studio and its game will come to the PC after its PS4 launch.
The official FAQ claims that this new game from Kojima will be something entirely new (not related to both MGS and Silent Hill). Whether this will be a spiritual successor to P.T. remains to be seen.

Yes, Sony doesn’t own KP, but it’s publishing the game on the PS4 (marketing and all that stuff).
On PC, we still don’t have any information, maybe KP will publish themselves, maybe someone will step up and help publish it (unlikely). The argument here is that Sony could help publishing it on PC. Which again, highly unlikely, but we’re betting on a extremely small (to non existant) precedent for change here : Sony (Playstation Mobile Inc that is) publishing Helldivers on PC.
Steam is only a platform for the distribution of the game on PC, nothing to do with publishing.
The game is totally funded by Sony, and will be published by them. This is a good thing, as it means they are open to bringing “certain” titles to the PC. As long as it’s console exclusive to PS4. I don’t expect Uncharted or anything like that, but its a start.

YES it is an independent studio. But “this game” is funded and published by Sony. Platinum Games are so an independent studio, but they made Bayonetta 2 for Wii U only, Nier 2 for PS4 and Scalebound for Xbox One. Because those games are funded by their respective publishers. Plenty of independent developers make exclusives games for different publishers. Like how the Gears trilogy and prequel was made exclusive to Xbox 360 (apart from Gears 1 on PC). Which later MS bought the franchise from Epic.

considering this is a new title and not a famous IP, i am really surprised that Sony didn’t just buy this title completely. then again a name like Kojima alone can make things expensive.

Sony just wants the title to be console exclusive. That’s all they really care about atm. I guess since they might be pouring a lot of money unto this game’s development. Releasing on the PC will likely help them increase their profits, with it still being console exclusive to PS4.
i am just happy it is coming to PC. of course i hate that Xbox gamers are missing out but to be fair Xbox One is the weakest of the 3 major platforms.

Kojima has some leverage in the matter. Who said they will allow Sony to buy the new IP? Releasing a title exclusively for PS4 is a financial suicide, especially for an independent developer.
obviously Sony isn’t forcing anyone. it’s all about offering Kojima a deal they “can’t” refuse. these deals aren’t all about upfront cashes. there are some behind the scene long term bonuses and many non-gaming deals in the mix to make a gaming deal happen. the whole point is they offer something that counts as a compensation for not releasing a game as on multi platforms.
now many things could have happened. maybe Kojima just didn’t like the idea. maybe what Sony offered wasn’t enough or maybe Sony never wanted to make a Bloodborne type of deal with them.
Yeah, too early to speculate, but there are several studios already burned on exclusivity of this gen. That’s why I think KP will remain as independent as possible. I don’t believe Sony can cover the potential profit that will come from Steam (if it will actually come out on PC and plans won’t change).
